I don't have any issue with the loading at my end.

Yes you have different scale and then add the separate hatch, but then you need to turn off the ANNOAUTOSCALE so that earlier applied hatch doesn't change the scale. When viewport scale is changed it would not affect the hatch since the ANNOAUTOSCALE is turned off.

If you want hatch with different scale then you can make multiple copy of the Hatch in the toolpalette and then set different scale for the hatch from the properties in the toolpalette, which I feel to be viable solution for your problem rather making the hatch annotative, which would make the work cumbersome.
