Why is this dot visible? Any way to turn it off? Just disturbing!

It's visible to indicate for the center point .. It's not printable point and there is NO way to turn it off . also about your attached image the center mark is a small cross that marks the center of a circle or arc .

Were I clear about the dot being connected to the annotation?  Also there is the option to turn it off in "Properties" as the Center Mark.

For DIMDIAMETER and DIMRADIUS, the center mark is drawn only if you place the dimension line outside the circle or arc.
