Annotation Scale - Model Space vs. Paper Space

I am working in AutoCAD 2017 and am having an issue with annotative scale in paper space.  Usually no problems, but stumped right now.

 

My annotative text is displaying larger than it should in paper space.  My annotative multi-leaders are displaying in incorrect locations.

 

Model Space = 1"=30'

Paper Space = 1"=30'

PSLTSCALE = 0

SELECTIONANNODISPLAY = 0

 

When I turn off the annotation for text and the multi-leaders in model space everything displays correctly in paper space.  What variable needs to be changed in paper space?

It would help us, to help you, if you could attach the drawing file (or a stripped down version of it).

In the meantime, are the Mleaders the only annotative objects that are misbehaving or are they the only annotative objects you have?


IOW - are there other annotative objects that are acting OK?

I have attached a file.  I was having a problem with both Text and Multi-Leaders.

 

Interesting thing, when I turned annotation to Off under properties of either the text or multi-leader in Model Space, and then turned it back on the display is correct in Paper Space.  I did that for the text of Construction Notes and only one leader.  However, you can see that some of them are still incorrect as I have not turned Off annotation on those.

Your MS and your VP in the layout do not have the same annotation scales.

Even though they are both 1:360 ratio, they are different *names*.

The only reason any of that annotation is showing up at all in the viewport is because ANNOALLVISIBLE is set to 1.
