I am trying to measure the bearings and distances but there is no add label nor add bearing button or anything that I can find to annotate a line. Not sure what is happening. Any help would be great.

Okay I thought AutoCAD 2022 would be similar to AutoCAD with Carlson 2019 which I currently use for Land Surveying. So civil 3D would be the most similar program I would need to switch over? Also what is autolisp?

I see, that does seems complicated. I guess I will just stick with either Carlson or Civil 3d at this point. Thanks for the help.

Your uploaded image shows the ribbon for plain vanilla AutoCAD. You’ll need AutoCAD Civil 3D to do what you want, the vanilla version doesn't have the capability to make those types of labels. Civil3D is closer, way closer, to Carlson than vanilla version.
Do you run C3D?
From Civil, do this:
