ACAD won't use layer's linetype

I encountered a strange problem with my boss' ACAD 2014. When drawing geometry, layer's linetype is not applied at all. However, color is applied. It doesn't seem to be a scaling issue, since none of the scaling commands have any effect. In properties, the geometry's linetype has not changed from previous. Instead, it seems to be modal, independent of the layer system. Linetype is by layer.

Any ideas?

First please verify the settings of LTSCALE, PSLTSCALE and MSLTSCALE

If that does not help ... can you please upload the drawing?

does this issue happened just in a certain CAD file or it's a general CAD issue ? share with us please any dwg sample that describe your issue .
