Parameters not showing for Dynamic Blocks

I am trying to create some dynamic blocks, but when attempting to add parameters (linear in this case), they are not showing (see video). The same thing happens if I try to WBLOCK.

Looks like the Layer "0" is turned off or frozen. Please verify.
