ORIGIN POINT DIFFERENT IN TWO DRAWINGS

I have two drawings, one is x-refed into the other.  Both drawings' UCSs are set to "World".  As you can see when examining both files, though each UCS is set to "World", their origin coordinates are different.

 

Can anyone figure out what's going on in these drawings?

@bretwieseler Setting UCS to WORLD does nothing for origin points, the two are totally unrelated.
