HI,
There is no Design Center in AutoCAD for Mac.
As partial solution (for creating block libraries) you can use Content palette, which you have to populate yourself.
For example, from here:

Are you serious?
I believe you, because I was trying to help a student of mine who has AutoCAD for MAC and I couldn't find it. I am an Architect and a Part time College Professor - but I have used only the PC/Windows versions (for 15+ years.) So don't have much experience with the MAC version.
Can't imagine why the MAC version of AutoCAD does not carry this cool "ADCENTER" tool. This very dissapointing. I wonder if somebody from Autodesk would reply to my posting.

10 years on, ACAD for Mac 2024 still with no ADCENTER command or access.
Pretty poor Autodesk.

If you want to get Autodesk's attention, you need to ask for that over here (no where else) https://www.autodesk.com/company/contact-us/product-feedback
Do it often, ask friends and family to join in.
Just sent the following on the product feedback page:
I've been using AutoCAD LT for Mac since version 2016.
Design Center would be a most welcome new feature to the Mac version of your software.
