Installation and locations code needs a description

Normally we use short codes code for INstallation and Location.

When there are a lot of codes, it's hard to remember what code is what.

WE can havea project with 50 junction boxes, that have a location of +JB01 to +JB50.

If we had a place to put a description for the location, it would be easier to pick the correct location when picking from the dialog boxes in AcadE.

Also, if we could include this description on location boxes it would be nice.

In addition this should also be extended to the Project Code which can be used as an even higher level than the Installation. The KKS standard utilities this as "Group", "Function" & "Location". The Project Code should also have the option of [Drawing] & [Project] selection buttons for picking codes that have been defined elsewhere within the project and within a DEFAULT.proj file
