Schematic Terminals not updating using Import/Export Data

I'm having issues with the Import/Export Data feature not updating all the data I edit in the spreadsheet, particularly as it relates to terminal updating.  Because the TAG1 attribute remains the same through subsequent panels in our projects, I'm using Combined Installation/Location Tag mode to differentiate between components and terminal strips in the various panels.  Naturally, the Installation and Location coding is what I need to change within the spreadsheet data.  When I import the editted data back into the newly copied project, I get mixed results. Some component installation and locations codes change, others do not, which includes terminals. 

Example: J1012 = an old panel designation, J1008 = the newly copied panel designation from J1012.  I copy J1012 project and rename the copy J1008.  I click 'Import/Export Date > to spreadsheet', select Project, and save the spreadsheet in a specified folder.  I open the spreadsheet and procede to change all J1012 installation codes to J1008 installation codes in the installation code column in the spreadsheet.  I repeat this process for all relevent tabs in the spreadsheet, close, and save the spreasheet.  I click 'Import/Export Data > from spreadsheet, select Project, and let it go about its business.  I notice that parent component, child component and wiring diagram footprint installation codes tend to update to J1008, but others remain J1012.  None of the terminals (schematic or panel) seem to update at all. 

Does it matter if the terminals, wire numbers and tags are set to 'fixed'?  I don't change any column information in the spreadsheet, just the contents of the column.  I'm stumped.  Any leads would be much appreciated.
