Publish project result in small and random plots

AUTOCAD Electrical tool set 2021 
Windows 11 

when I try to publish my project, the drawing page set up is not controllable and it plots it randomly without scaling and it looks really bad, below are the plotter window and option 

and this is an example of what I get 

even though I went to each sheet and changed the page set up to A3 and using AcaD dwg - PDF 
but no success
