Plotter Inconsistency with same default settings when Bach plotting

I am struggling how I have different plotters when my settings are the exact same. Where does the plotter information pull from? Attached below are the screenshots and the 'Default Windows System printer' is applicable for both of these dwgs. 

I did notice that if I selected a different page setup it would change the plotter, in most cases. If I selected the letter option and 'Set Current' and closed the plotter would be the Color 560. On the other hand if I did the exact same thing, selected letter, set current, modify (and do no changes whatsoever) and then hit okay, it gave me this pop up that didn't happen the first time. Can someone explain this to me please.

A pagesetup is just a saved set of print settings. So selecting a different pagesetup may (or may not) change the printer. This is as-designed.

This makes sense, but doesn't answer why it changes the plotter when I hit modify without changing any settings on different pages with the same page setup.

If all your page setups are set the same when publishing than you should get the same results. I see in your list some say none. The best workflow for publishing that I have found is to create a drawing with all the default page setups and use the import option when publishing. This will allow you to share that file with coworkers and have separate ones for special customers.

Yes, that makes sense! My only question is I have my settings as 'Default Windows System Printer.pc3' and this is currently an engineering printer, but I have a different plotter. I guess I assumed the plotter and printer were tied together seeing as how I can't change the plotter. If I have the same default printer, how do I change to the same default plotter/change my plotter?

If you're plotting to a printer, why not use the Plot Project function in AcadE? Once set up, it'll do it correctly every time. No need for page setups....
