Layer not showing in drawing

We have a saved dwg that has "Dots" in the drawing. We have these "Dots" saved on layer "Dot". I can see the dots when previewing the dwg in windows explorer. When I open the dwg or insert the dwg, the dots are missing. I opened layers properties and see the layer is:

1: Not frozen

2. Turned on

I can have a co-worker open the dwg from their autocad and the dots show up fine. It must be a setting on my system. I just received a new computer last month (upgraded to windows 10). Autocad was a fresh install. Any suggestions on what settings to look at in my system?

I've attached a couple of screen shots showing what I'm talking about

What type of entity are the dots? Circles? Pieces of text? Blocks? Are there any wipeouts involved here?

Can you post a drawing containing the dots?

The dots are points (according to the properties). I checked for wipeouts and there aren't any. If there were wipeouts wouldn't it work no matter which system you were viewing the drawing in? I've attached a dwg with the dots

Set PDMODE to 99 then REGENALL, change that dot layer color to red: do you now see red squares with crosshairs inside where you dot(s) need to be? In your posted file I do, right above the C in ACS.

There are no other dots in your posted file.

Pendean hit the nail on the head. A 'point' in ACAD is a distinct entity, just as circles, lines and polygons are. The PDMODE system variable controls how the point is displayed. Chances are that your PDMODE is set differently than your coworker's.

Points are used for various things, I mostly just use them as a convenient thing to snap to. If you use the DIVIDE command on a line, it will use points to show the division. They appear in DIN rail as part of the parametric block. Other than that, they aren't really very prevalent in ACADE.

Also, for future reference, when posting a drawing to the forums remember to do a 'Save As' and save it as an older version .dwg file. Otherwise, no one can open your drawing unless they've already moved to a 2019 ACAD product.

I tried what you asked. I do see the box above the "C" in ACS, but I don't see the dots. I had a co-worker try and move the dots to a different layer (layer 0) ..just in case there was something about my system that wasn't seeing the "Dot" layer. I opened the new dwg and still can't see the dots (on layer 0 now). It must be something about the drawing itself I guess. 

*** Side note***...we found the dots were created in Promise-E. We created new dots using ACADE and everything showed up fine. It must be something to do with how my system is seeing Promise-E symbols ???
