Item Balloon Missing Ellipse

I am using the exact same settings as my co-worker. I double checked and everything is exactly the same in the "Panel Balloon Setup" Dialog box.

When he inserts balloons they always have the ellipse drawn around them. (Settings:https://i.imgur.com/7E3z75c.png) When I insert balloons only a number is inserted, with no ellipse. I have to change the text size to 0.125" in order to force autocad to draw the ellipse, and then go in manually and change the text size.

I even opened one of his drawings that had the ellipses on the item balloon, and tried inserting a new item balloon. It shows up without the ellipse in his drawings, and I have the same settings as his "Panel Balloon Setup" dialog box, so it must be a setting in a different place in Autocad.

I was hoping to see a drawing with the broken balloons you created. This drawing had NO balloons in it, and inserting some on my computer went fine.
