How to disable and fully uninstall a plugin / add-in?

I have a plugin (Lovato CAD) installed on my AutoCad 2019 Electrical software.  I tried to remove it by uninstalling it from the Windows "Add or remove programs" menu, but still loads (and works) in AutoCAD Electrical.  What is the procedure for killing a plugin?  Thanks for any help.

Type APPMANAGER on the command line, and see if the add-in is listed there.
If it is, right-click on it and select "Uninstall".
