I may also suggest that you post something in the AutoCAD newsgroup as
it is possibly someone there has run into this or knows something about
it....I took a quick look throug the postings and didn't see anything that
appeared to be related to this though.
So if I understand your workflow correctly, you have created a block
during "Project A" and in that project you populated the attributes with
specific default values that were commonly used in that project. Now, in
"Project B", these values are different from "Project A" and are the same
often enough in "Project B" that it is more time conscious to modify the
default values, rather than to just update the information after the block
is placed. When these values need modified, I can see where using the
Properties Palette can work very quickly, but as you have found and has now
been turned in, we are seeing that currently this workflow is not working as
we would expect or how it has in the past.
How about double-clicking on the attribute definition? When you do
this, it will bring up the "EDIT ATTRIBUTE DEFINITION" dialog where you can
enter the "default" value for the attribute. Once you hit OK here, you are
still in the command and you can simply pick on your next attribute to get
the dialog again and enter its' DEFAULT value, hit OK again and continue
this process until you have edited all the attribute default values that you
need to. I know this adds an additional click to the workflow you are used
to because of the OK button, but I think this should allow you to move
through and edit these values relatively quickly as well.

...which, if I can respectfully suggest, is why this behaviour was perhaps
missed in testing. Please forgive me if I presume too much, but if a
planned functionality change was made it would seem that a read-only value
field in the Properties box would be greyed-out as are the other read-only
fields.
As to the question of whether what I am attempting is typically done, I
happily concede the possibility that it is not. Being self-taught in
AutoCAD, probably many of my methods are atypical. I do know however that I
have used ACE since the 2005 release and vanilla AutoCAD going back to
Release 12 and recall always having had attribute value editing capability.
I use ACE primarily for wire diagrams. The pre-fabricated components are
generally quite useful, but very frequently I require custom block drawings
of multi-terminal modules with a wide variety of functions. Normally, these
are not included in ACE's built-in blocks. One such device was shown in the
previous attachment.
In the development of these blocks, default values are assigned usually in
an ad hoc manner with respect to the first project they are used on. As we
re-use the blocks, I revisit the default values in an attempt to make the
block more serviceable for general projects.
