Not sure about your version, but I use ACADE 2015 and I set my balloon config in my template. I don't have to set them each time I start a panel drawing. I can't imagine why that functionality would be any different in another version, so this ought to work for you too.

Hi there,
The above posts are correct but if you have to ask that question I would add a suggestion or two.
Whichever drawing type you are using for your base drawing, either .dwg or a .dwt file try this. Open your base by double clicking on it. Either file type will open normally. Base drawing probably only has your title block in it and the basic CAD elements. Go through your process for setting up your balloon preferences, but don’t stop there. Go wild. You can load all the line types you use, all the layers, snap preferences, grid preferences, load wire types, dimension style settings. Just about every drawing variable can be loaded up and defined. When all the bells and whistles are load do a “save as” to save over the .dwg or .dwt file with the loaded file, be sure to use the ‘save as’ and double check the file type being saved, .dwg or .dwt.
Next time you start a new drawing with this as a template, everything is loaded and tweaked, ready to rock and roll. If you have so many files on your system that space is an issue, just remember to clean the drawing. That is to say, when you are finished with the drawing and are ready to publish, run the Purge All tool. That will strip out everything not actually used in the drawing.
