I use "DIMADD" all the time but these strings always end up on "G-Anno-Dims" even though the dimension style is set to a custom "Dimension" layer. I use a lot of layer isolations and I would like to know if there's a way to change this default setting so that these AEC strings end up on "Dimension" layer without selecting these strings and manually changing the layer to "Dimension".

Edit the Layer Key Style you use and change the Layer associated with the DIMLINE layer key.  You may also want to make the same change to the DIMMAN layer key, since it is also mapped to G-Anno-Dims in the out-of-the-box AEC Title Case - NCS 256 Color Layer Key Style, and possibly other out-of-the-box styles.
