- Have an editable tool palette current.
- Open your block source file.
- Add an instance of the block definition for which you want to create a tool if you do not already have one in the file.
- Left click/hold/drag the block instance onto the editable tool palette. Release the left mouse button.
This will create a block tool (same as vanilla AutoCAD). You can edit the tool and set properties to be applied when inserting the block. You will not, however, be able to assign an AutoCAD Architecture layer key. If layer keying is desired, you can either create a Multi-View Block for your content, and use a Multi-View Block Reference tool to insert it or you can use a Command Tool and add a command macro to insert your block from the source file. Both of those tools support layer keying.
You can drag a Multi-View Block instance onto an editable tool palette to create a Multi-View Block Reference tool. (Do so from a source file saved to its "final" location, as noted above for blocks.) You can find a "blank" Command Line tool in the Content Browser, in the Stock Tool Catalog, in the Helper Tools category. Use the Command Tool, not the Command Tool with Properties. The former has a Layer Key property, the latter does not. The latter offers AutoCAD properties, similar to what you would have by just dragging the block instance. (The Helper Tools category also has a "blank" Multi-View Block Reference tool, if you would rather copy that to a tool palette, then edit the properties, rather than dragging an instance from a source file.)
