XREF Insert At Incorrect Level In Sheets Only

I have four floor levels in the project navigator and many drawings (xref's / constructs) per level. No matter which construct I may be in, I can add any other construct/xref to the current drawings and it will appear at the correct floor level (Z coordinate).

However, I am now ready to plot and have setup a number of sheets. I drag and drop constructs relating to various levels from the project navigator into the sheet's model space. However, they all add at the same level.

I.e. If I first add 'basement partitions', every following xref (e.g. ground floor walls, first floor walls, etc). will insert itself at the basement level. Or if I first add 'second floor partitions', even following xref (e.g. ground floor walls, basement walls, etc.) will insert itself at the second floor level.

Any idea what's affecting the sheets here?

Unless I am missing something, it sounds like you may need to go back and get a manual covering the fundamentals.

Constructs are for modelling. You don't drag a construct onto a sheet.  For plan views, you use the Project Navigator (PN).  Right click and create a new view. Select the level, division, and constructs to appear in  that view. Selecting a scale is part of that process but it can be changed.  In that view file, add annotations and dimensions and set up a model space view or views.  As you set up views, the view titles will be added.  At each step save the view file.  Then with a sheet open, you drag-n-drop the model space view name (on the PN) to the sheet.  The PN creates the sheet view and adds the numbering for views and callouts.
