First of all, I'll like to thank you for posting your issues onto the AutoCAD Architecture forum and I apologize for the rather slow response.
I took a look at your attached drawing file in 'medium detail intermediate level' and I do see your issue of railing extending beyond the cut plane. This odd behavior seems exclusive to 'medium detail intermediate level' with other display configurations looking more normal.
So far I have only been able to reproduce this issue with your staircase file. I have proceeded to log this as a bug.
Does this occur often or on specific files? If you are able to give more information, that would be greatly appreciate.
As a temporary solution, if you wish to turn off railings from your display configuration, you may use the following steps:
- Use command DISPLAYMANAGER
- On the left expand 'Configurations' > 'Medium Detail Intermediate Level' > 'Plan Intermediate Level'
- On the right go to 'Display Representation Control' Tab
- Untick 'Railing' under the 'Medium Detail Intermediate Level' column as shown in the image below
- Click' Apply' and Hit 'OK'

On another note, I couldn't help to notice that in 'medium detail intermediate level' your stair arrow orientation points downstairs. Whereas in other display configuration it points upstairs. Is this also another issue you wished to highlight?

My added stair on the extreme right has the 'correct' orientation of pointing upstairs.
