Some Lines appear Grey when plotting

When I plot using monochrome or personal plot styles, some lines come out grey, including random letters in some text (other ones will still be black), and random other items.

I've included the pdf and dwg.

UPDATE: upon opening the pdf link, it looks fine, so I took a screenshot of what I see.. Not sure if its a display driver issue on my computer.

That's probably your PDF Viewer's display settings, you have the factory defaults set, there is nothing wrong with your PDF, it's output to paper, or your DWG file.
