sill height is relative to baseline, not wall bottom

I'm placing a window in a wall aligned vertically by sill height. The section of wall the window is in has the floor line lowered by 1' from the baseline, so the "wall bottom" is one foot below the baseline. All the documentation I'm seeing indicate that the sill height parameter should locate the window relative to the wall bottom, but my window is definitely getting placed relative to the baseline.

 

(How) can I configure the window or wall object so the sill height is actually imposed relative to the lowered floor line?

The the easiest way is to simply lower your walls working elevation. Change the elevation of your wall to -12".  Sill heights are usually measured from finish floor to show code compliance.

Below is an example of a wall set 16" below finish floor that is 16" tall with the bottom stepping down to meet grade. Where did the 16" come from? Originally my base was set at 16" as I had intended to to thicken my edge of slab 8" which would give me an 8" block above my work line.  Walls must have a positive height value.

In the end I opted to notch the top course as shown. Using an interference condition.
