It is set up to restore the Design tool palette group. If you want to change that, you will need to edit the ACA.cuix using the CUI command. (I am assuming you are using the out-of-the-box ACA.cuix as your main customization file. If you are set up differently, you will want to consult whomever set up your system to determine what CUIX file you should be editing.)
In the Customize User Interface dialog, on the Customize tab, verify that you have expanded the tab. The button in the lower right corner should show a "<" symbol. If it shows a ">" symbol, select that button to expand the dialog. In the upper left pane, under the ACA customization file, expand the Ribbon node and the Panels node under that. Scroll down to the Build - ACA node and expand that. Expand the Row 1 node and the Tools node under that. Select the Design Tool item. On the right side, expand the Properties header, if it is not already expanded (the double arrow icon at the far right of the header toggles this from collapsed to expanded and back). Edit the properties as desired, replacing Design with the name of your desired tool palette group each time Design appears. Make certain to make this edit in the Macro property, as that is the one that really counts.
Select OK to save the changes and exit the Customize User Interface dialog.
