Saving and closing drawings and publish

In ACA 2019 something changed with publish and saving drawings. When I publish I am not able to save a my sheet list because it says there is a drawing not saved. They are all saved. Even when I have only one file open and add the others in publish or when I have several drawings open that are all saved, publish always says a file is not saved. What is going on here? When a drawing is open and saved it changes to unsaved after only selecting the file, sometimes it changes when I am not even touching the file.

Use SAVEALL command, watch the commandline for any error messages (make it much taller than a single line) then try PUBLISH command again, still having the issue?

Still the same. when I do a saveall the current drawing in front does not save. I tried saving it first then doing a save all, all my tabs show the drawing names without the *. still cannot save my publish sets.

I am finding ACA 2019 to be really buggy compared to 2017.

Is that file an xref open by someone else? That's about the only time I can think of where that happens.

Is 2019 fully patched and updated? ABOUT command shows what?

We have no issues in you office with 2019 at all, but we also never use the migration tool to bring in older version content either, did you do that?

I am fully patched and they were not x-refs. I know someone was opening read only copies but that shouldn't cause any problems. I was having a number of issues that I am pretty sure were a result of the files being created in 2017 then opened in 2019. At some point I was able to open the 2019 files but it gave me a bunch of problems. I couldn't use the units command and some other odd text stuff. After I set up 2019 and purged and audited and purged regapps etc things settled down but I had to manually fix all my text. It seems stable now.
