I created an excel spreadsheet to convert dimensions from pictures or pdf's. Basically it just converts the feet, inches and fractions of an inch to 16ths.

You import your picture of pdf and dimension it in cad, and then insert the know dimension for the item you selected.

The spreadsheet will calculate the scale factor for you. You then use the scale tool and use the scale factor the sheet calculated. You may have to use it twice for better accuracy. I included the file in the attachments.

Seems like a lot of work. Have you used the relative option of the scale command? 

 

BTW, you won't usually get perfect scaling out of pdfs or images.  That is why I trace over them with a grid snap running rather than using osnap.
