I see that you are a beginner. Though the forum does not substitute for a classroom and for a a training course, I note the following:
1)You have not done yourself any favors by using a true color of 255,255,255 for the hatch layer, a layer on which you have a few viewports. Those viewports completely disappear on a white layout background.
2)You are using annotative scaling without any idea of what that involves. Your model space is set up for an annotation scale of 1:1 which isn't how annotative scaling works. Your model space annotation scale should be at 1/4"=1'-0" if that is the scale you want to plot at. Your dimensions are marked annotative but they have individual settings that are tailor made for 1/4"=1'-0" rather than for plot size. All settings in an annotative dimension style should be how big you want something to plot, not how big you need to make it to show up at a particular scale.
3)Your layout viewports are correctly set to 1/4"=1'-0" but ANNOALLVISIBLE is set off (meaning that only annotative objects marked for 1/4"=1'-0" will show). Turning ANNOALLVISIBLE on will solve your immediate problem but should just be considered a short term workaround.
My strong recommendation is that you take a beginning AutoCAD course. There are online courses available and probably some available near you. I teach an online course called ARC 114, https://www.nashcc.edu/courses-programs which should get you through these basics. Unfortunately, the next session of that class begins in the Fall. See if you can find training on annotative scaling and layouts.
I forgot to answer your question about xrefs. External references are separate files that are referenced into another file. Your external references appear to be image files containing general notes (not the most efficient way to manage textual information by the way.). When I open the file, it states that it wasn't produced using AutoCAD. It might be good to know what program you are actually using to do the drawing.
