layout scale

Hi.......!

I try to scale & Print but after I print and measured but it showing wrong so, 

how can I make it write

Your modelspace contains no plot parameters.
Layout1 and Layout2 have viewports that are not set to any scale (your PLOT command is set to a scale, but that will not correct the viewport scale problem).

Fix the viewport scale
