layer visibility in paperspace

How do set up a layer to come on when I click on a Command such as line circle dimension ect.?

The easiest approach would be to use tool palette tool properties or layer key styles.  A more challenging approach would be to use reactors or customize commands. AEC dimensions and other dimension ribbon tools are already set up to automate layering.
