How to do Publishing in 2014

1. Please advise or provide a link to a good brief and readable article on instructions of how to "Publish" a set of drawing fromw the layouts in version 2014. (are these binded PDFs?)

2. The same instructions work with version 2015?

3.  The instructions are similar for vanilla AutoCAD?

3. Are final outputs PDFs?
