Hover over Dimensions

Hello, I was wondering if anyone could help me with this. Is there any way to make my dimensions only appear when I hover over or click on an object?

Can you explain what you mean by "my dimensions" in greater detail?

If you mean AutoCAD Dimension objects or AutoCAD Architecture AEC Dimension objects, then no, those are either displayed or not displayed, regardless of the position of the cursor.

If you are talking about the "dimensions" displayed by dynamic input, you will need to do more than just hover the cursor over an object.  You will need to select the object and either hover over a grip associated with one or more dynamic input dimensions or select such a grip.  You will also need to have Dynamic Input turned on and have the Enable Dimension Input where possible toggle checked.
