Drawing in a turned off layer

Hello!

I've noticed AutoCad is kind enough to let me draw in a current layer that is turned off. My problem is it usualy takes me a while to figure what on Earth is happening, so is there a setting related to the off state that does not allow one to keep drawing in it? 

Bonus question: is this useful in any case, to anyone? to keep drawing in a turned off layer?

Stop using OFF and start using FREEZE is the way to go: you cannot change how OFF works either way.

We've all made that switch many decades ago, you can too today.
