displacement not accurate in move or copy command

to move or copy an object I should be able to pick the object , then using the coordinate tracking line to verify the correct coordinate or direction I should be able to enter a displacement property - for example 12" and the start point of the move or copy should jump to 12" in that direction to begin the move (then I usually use osnap to place the object). I use this all the time and it worked perfectly in ACA 2017. I have just gone to ACA 2019, and it doesn't work.  I can 'select' a distance from the provided distance rule, but too time consuming.  I can type in a displacement distance and the start point jumps to any random point any random direction.  Almost like it is not staying  in zero 'Z'  = Anyone know a setting I have to enter?   it's been too long I can't remember if I had to set this in 2017 to work properly.

I've solved my own problem,  all I needed to do was set DYNMODE to a positive value.
