Create PDF with layers - Anyone know how?

Hello,

We have a jurisdiction that does everything by PDF for review and permitting.  They want a PDF that is signed electronically and has all the layers from the drawing in it so they can turn on and off layers as they go through the review.  We use Bluebeam and its plugin for AutoCAD but can't seem to get it to do the layers.

Anyone have suggestions on what I can do to get layers in a PDF?   Or have you had success getting layers from AutoCAD into a PDF with Bluebeam?

I found I can use the DWG to PDF.pc3 printer driver to get what I needed instead of Bluebeam's software to create the document.
