What would this database do?

 

Detail Components are already an Access database (mdb), or at least are organized in a database.  For most uses, the Detail Component Manager provides the necessary tools to add additional "sizes" to existing items.  I would suggest that you really have to know Access well as well as the entire Detail Component system well to go mucking about with the files in Access.  I do not possess that knowledge or experience myself.  You may find this Autodesk Knowledge Network article a useful starting place in learning more about Detail Components:  https://knowledge.autodesk.com/support/autocad-architecture/learn-explore/caas/CloudHelp/cloudhelp/2...

 

I know that years back there were Autodesk University classes on the Detail Component Manager; I imagine you can use Google search as well as I can (maybe better), and will better know what results would be of the most interest to you.

 

I am not sure how a database fits in with Property Sets, unless you are just trying to compile a listing of all of the Property Set Definitions you use (out-of-the-box and custom) and the Properties defined therein, along with a description of each property.  I suppose a database would be one way to do that.  I would probably just use Excel, but that is only because I know Excel a whole lot better than I know Access.  If I were younger and a lot more ambitious, creating something like that would be useful.  These days I have to spend that sort of time keeping up with Revit, Dynamo and a host of other issues.
