Content Browser missing in 2017

Help File says Content Broswer is on the "Build" panel on the Home tab - there is no "Build" panel on any tab.

What Profile is set current?  What customization file is set to be the main customization file in that Profile?

It sounds like you have the "AutoCAD" profile current, which runs AutoCAD Architecture as if it were just AutoCAD, including having the ACAD.cuix file set as the main customization file.  Set a profile current that starts with "AutoCAD Architecture" (or whatever your local equivalent of that is), and verify that the ACA.cuix file is the main customization file.  If so, you should have a Build panel on the Home ribbon tab.

Profile was correct but customization file was set to ACAD.
