Can't save PDF as vector

I'm using AutoCAD 2018 on an iMac and I've previously been able to plot the drawing as a PDF using the DWG to PDF.pc3 "printer" and then open it in Illustrator and it's a vector file where I can individually grab each line. But now for some reason when I plot it this way, the image is a rastor image. It's driving me insane. I can't figure out what I'm doing wrong. Can anyone help?

Do you have transparency enabled in this page setup? This will cause the entire output to be raster.

Some visual styles also cause the output to be raster. Try changing the view to 2D Wireframe.
