AutoCAD 2023 - Block window doesn't open

Block window doesn't open on typing block. Also Block doesn't appear on menu bar on home screen. I have Autocad 2023 and Windows 10

Does the Insert tab appear in the main tool pallet?  Right click in the blank area at the end of the main tool pallet.  Click on "Show Tabs" click on the "Insert" tab.  The Insert has a "Create Block" command.
