After creating a PDF, all annotative scales are showing, and text have boxes

I can't seem to figure this out. My client is frustrated that my drawings have overlain text, which is basically all annotative scales printing on top of each other. When I open the PDF with adobe, I cannot see it. I think he is on a Mac and may be using Preview, but I still need to fix this somehow. 

Anyone know how to fix this? Screenshot attached

I have tried using printers: DWG to PDF and Adobe PDF (High Quality Print)

This is a good start! I'll give this a go and see what the Client sees on his end.
