Is it possible to protect annotations?
I use them together with the bookmark/ variant lister for providing design input to a larger group of modellers.
In our set up and UI layout it is often subconscious for the modellers to delete locators, set controlls off and pick nothing in one movement of the hand. Unfortunately the annotations get lost in that way.
It would be helpfull to protect them in some way. Changing the layer state doesn´t help.

Unfortunately I don't think there is a way to prevent annotations from being deleted when deleting locators (at the moment at least).
The only thing I can suggest that is using the text tool to write annotations and assign those objects/curves into a separate layer. I haven't used the text tool in a while so I can't tell you how long the text can be, if it supports line breaks, or if a lot of text makes the file super heavy.
The best way would of course to have annotations not be treated as locators.

I also thought about using the text tool. Unfortunately this is "real" geometry and not only note - text.
I think I will try it that way...otherwise I will try to create a new workflow without "delete locator" within the marking menu.. so the modellers can´t delete my note 😉

The idea of locking locators/ annotations is good. There is actually one little back door: New Layer, assign locators to it, and Set State >Reference. (Not inactive!)
Delete Locators doesn't work on a Reference Layer.
I remember you, using a tablet. How about creating a Canvas, and sketching or hand writing on it?
This is possible in Autostudio, Concept and Design, not in Surface. You could even combine it with Variants, and write on different views.
If you don't want to write with a pen, just do your annotations in a text editor, save them as a pix and import as a Canvas.
Just as another idea. And you might know it already.
