Curve Offset> Attach broken?

I have a series of curves that are connected to each other.  I use Curve Offset on them with Attach checked on.  The curves offset correctly but they remain separate. 

Is there a trick to having the offset curves attach together? I've tried the four different modes as well as toggling other Offset controls on and off.

I cannot follow the setup. "I have a series of curves that are connected to each other." What does connected to each other" Is it 1 curve or multiple curves?

Hopefully this screenshot clears it up.  It looks like the Blend and Attach options will work on all curves that are offset outward, but not inward.
