There is a Stencil texture for this. Overlay it onto your paint or try a Layered Shader.

Sorry, I wouldn't have the time to create a tutorial...and this is a very esoteric part of Alias; I doubt you will be able to find any on the net.
If you can post an example surface with decal image and describe exactly what you want to do, maybe I can build you a quick example.
Otherwise, search for "Alias projection mapping"; The idea is to push your decal through a projection box using a Stencil so that your paint will show through. Alternatively, you might also be able to add it in a Layered Shader. Both approaches have their advantages and limitations; choosing really depends on how your shaders are set up and what you want to achieve exactly.

Create a Canvas Plane on your model; transparent background.
Paint (or import) your graphics.
Select the surfaces you want to apply the graphics to and select "Project Sketch" from the Canvas Layer Editor.
