Implementation of IFC export of plate size properties

In IFC export the plate size properties are not fulfilled.

It is expected by users viewing the model in external viewers where sizes are not presented as geometrical property.

Advance Steel need to use the last version IFC 4.x.

In AS 2020 & 2021 it's still IFC 2x3 (born 2006). Current cersion ist IFC 4.2 (since 2019).

Why can't we take advantage of improved formats?
