Shear plate orientation issue

I am trying to connect an equal angle to a PFC using Shear plate connection, but the orientation of the plate is all wrong. I have succesfully used it in the exact same situation in another drawing but I can't understand why it is not working here.....

It must have something to do with the orientation of the Angle when first inserted. 

I erased the angle and redrew it with the UCS orientation of the successful joint and it worked ok.

You are correct.  According to AS, there is a vertical leg of angle and a horizontal leg.  Shear tabs always go on the vertical leg.  There are ways that you can rotate the angle in combination with the "Mirror" checkbox to get the shear tab how it needs to be, but the angle's orientation was your issue.
