Same copied folded sheet is getting a separate numbering

I've attached the drawing, both have same dimensions as you can see, what is the issue?

I just copy pasted the other part over it so can't send the model. I was just curious that if all the dimensions are same, how come it is getting different numbering. I have created another thread for a drawing sheet related issue, please suggest any solution if you have.

Advance not only use geometry for numbering. This could have so many issue, that the result could never researched by just having a look on a detail. 
If ,you don't want to send use the whole model, just copy the 2 plates in another dwg and upload this.
