I have attached a model with 2 identical frames apart from their phase/lot numbers. I have tried all the variable that I could find to make the plates from different phases to be treated as the same item. Not luck yet. I thought others could test on their numbering method to see if their system is better than mine.

@Flies-Eyes , hi , not as machine, but if you checked the tick box before to lot phase reference, then the lot phase entry will split the plate out into different numbers in every phase.
you can enter lot phase reference and not check the box and the plate should be the same reference thought out the project. But in my view this depends if you can get the total project modelled prior to creating the details, which is not possible most of the time.
for Uk system we use the part numbers as the assembly and single part drawings in the title of the drawing file name and the token in the page header.
some companies do swap out the main part single part reference to be the main part reference, so MP/SP are same B1 replaced say b1000. This is why there are several different post numbering methods etc.
The internal drawing number is assigned, but not used for the file name or the part numbering. You just need to get your start values correct, the internal drawing number is still used but behind the scene.
in other countries I have seen use of the With drawing method and approach and the counter method for parts etc. , that’s because of their drawing standards and how the assembly and parts are detailed, typically the part is linked to the assembly drawing and shown on that drawing.
from your part of the world , though the drawings where separate part drawings and separate assemble details on single sheets etc., but again I expect as here is varies from company to company.

If I select all the plates in your model and have a look at the Advance properties you have the LOT / PHASE box ticked. By ticking this box what you are telling the system is that when numbering, if you find a different value typed into the box then you must give it a different number.
If I look at the beam properties this box is unticked, so the system will give the shafts the same number even though the value typed is different.
For the plates use the filter to select all the plates in the model, untick the option, when you run the numbering you get all the fin plates with the same number
