Labels are away from drawing and jammed on one point.

HI.
problem is all labels are jammed on one point
and
drawing is very far away from paper space.
I have tried style with labels off and different and default prototypes.
problem occurs when detail is bigger than paper space.

to pass this problem I choose a small area in model space then open detail file and change view frame dimension from view properties.

Please make an audit:

And have look in your model, how far are the object away from the UCS 0,0,0? This could be problem sometimes.
Please use "Zoom all" (double click on the mousewheel), if your modell is very small, you have maybe an object somewhere. So could finde an delete it, and your details should look better.

I use model box for selecting objects.

clipped member by Model Box is cause of problem.

when it comes in selection area (for choosing XY viewport ) AS cant display it correctly.

 I think it's a bug.

maybe you could make a video (screencast) how you did it. If I understand it correctly, it should be better for you to use cameras. Detail drawings of selected object are very dangerous, by changing something in the modell.
