how to insert a beam , align to ucs

how do u make a beam  that is lined up to the ucs

 

this used to be easy  just make a beam , make shore f8  , ortho on 

but now it lines the beam up to what ever i click/snap to

Turn 2D snap on and off and Polar tracking ON (F10)?

triyed that had no effect 

all so i put a beam in, it line's up to  stringer 

i delete beam 

re insert beam exactly the same way as first beam and it works , aline to ucs

 

so its definitely got sum randomness to it

@alickomay  No need to turn 2d snap and f10. Please click option and turn on replace z value . Align ucs to any line or object by using ucs command than place member . It will work .
