Customizing Callout Template

I'm customizing the callout template to match our company standards. I've got it to look exactly how I want so we're good there. 

The problem I'm running into is the behavior of the leader.

The default insertion of the callout is perfect as shown below.

The problem occurs when I move the callout so the leader swaps to the right side

The behavior was intended to switch the "DETAIL" attribute from one side to another. Is there a way I can edit the callout template to stop this behavior and still keep the tail of the leader? I have got this behavior to stop by adjusting the leader like pictured below, but I'd like to keep it like the first image.

look at the "CalloutTemplate.dwg" in the Symbols folder:

Before any adjustments, make a backup.

That is what I'm modifying.

I'm having issues with the leader.

CalloutTemplate.dwg - have you try activating all layer to see all the objects and modify the leader length (move red point to the circle)?
