Allow responsible Contractor to create submittal revision

If a responsible contractor is listed on a submittal, they should be able to create a submittal.  When a submittal is approved as noted, it will be closed and distributed so that the submittal information is available to the project team.  The submittal does not need to stay open but if/when the responsible contractor is ready to submit a final for record submittal with comments incorporated, they should be able to open a new revision and submit.  Currently, only the submittal manager can create a new revision.

It would be benificial for the responsible contractor to initiate submittal revisions.  This would avoid the back and forth via email or other cloud file sharing to get submittal revision issued and uploaded to ACC.

This is currently not on our roadmap due to most users have told us they want to control the information flow to the design team/owner who they are contractually obligated. WE will monitor this in teh idea board to see if it garners future interest.

This would not prevent the user from maintaining control of the submittal.  the responsible contractor (subcontractor or vendor) would generate the revision and submit which would then go to the user this could be a number of different people depending on the workflow but regardless it would have to go through the submittal manager prior to being submitted for review.

to add on to this, there should be an option to delete a revision if it does not go through the review steps.  This way if a responsible contractor inadvertently creates a revision it can be removed.
